In the U.S., there was an ad where a customer was presented with a very large hamburger bun. When she opens it, she exclaims: But where's the beef? Just back from OpenWorld, I have the same feeling. It was all about the snazzy UIs you can build with Oracle JET, Application Builder Cloud Service, MAF, etc. But where is the business logic? The answer given is always "we connect to REST web services." That doesn't mean that these web services are magically going to build themselves. Right now, Oracle is only offering two tools for building these services: Oracle REST Data Services (ORDS) and ADF Business Components (as of 12.2.1). When choosing a development tool, remember to think about how you are going to build all layers of the applications.
